Allow timer expiration for each user

Currently we can add an expiration date and timer to a campaign affecting ALL its participants. We want to be able to keep a campaign evergreen but add an expiration/timer to affect each user from the date they register. The usage case is a "Fast Start Ambassador program" where the client has 30 days to complete tasks but the campaign itself is always open to new clients.
